Since the first days of independence in the Republic of Uzbekistan, issues of development and protection of competition in the economy have been assigned to the priority areas of state policy.In the course of the ongoing reforms in our country, the main institutional prerequisites for the development of economic competition were created, because it is one of the most important conditions for the effective functioning of the market economy.At the same time, the state Antimonopoly authority, which is empowered to implement the state competition policy, was established and strengthened institutionally.
Competition policy in Uzbekistan: Major landmark events
July 2, 1992 – the Law "on restriction Of monopolistic activity" was adopted and the formation and implementation of competition policy in Uzbekistan was initiated.
• 1992 – the main Department of Antimonopoly and price policy was established within the Ministry of Finance.
• 1996 – the Committee on demonopolization and competition development under the Ministry of Finance of the Republic of Uzbekistan was established.
• 2000 – according To the decree of the President of the Republic of Uzbekistan, the Antimonopoly authority was separated from the Ministry of Finance as a State Committee with the authority to implement Antimonopoly policy.
• 2005 – according To the Decree of the President of the Republic of Uzbekistan, in order to develop and support competition, small and private entrepreneurship, the Antimonopoly authority was reorganized and given new powers.
• 2010 — according to The Decree of the President of the Republic of Uzbekistan, in order to strengthen Antimonopoly regulation and create a healthy competitive environment, the Antimonopoly authority was reorganized.
Taking into account the positive changes in the economy, in order to strengthen the institutions of Antimonopoly authorities and improve the Antimonopoly legislation, in the 1990s and early 2000s, such important legislative acts as:
- The law of the Republic of Uzbekistan "On competition and restriction of monopolistic activity in commodity markets" of December 27, 1996.
- • control and prevention of abuse of monopoly position;
- • creating organizational, economic and legal conditions for creating a competitive environment in the economy;
- • The law of the Republic of Uzbekistan "On natural monopolies" of April 24, 1997;
- • The law of the Republic of Uzbekistan "On protection of consumer rights" of April 26, 1996.
It was conducted in three stages:
Stage 1 (1991-1999) The creation of market mechanisms for the formation of a competitive environment:
- July 2, 1992 – the Law "on restriction Of monopolistic activity" was adopted and the formation and implementation of competition policy in Uzbekistan was initiated
• 1996 — the Committee on demonopolization and competition development under the Ministry of Finance of the Republic of Uzbekistan was established.
In the same year, a new version of the law "On competition and restriction of monopolistic activity in commodity markets" was adopted»
Stage 2 (2000-2010). Increasing the role of de-monopolization, unbundling and restructuring of monopolistic enterprises
- 2000 — according To the decree of the President of the Republic of Uzbekistan, the Antimonopoly authority was separated from the Ministry of Finance as a State Committee with the authority to implement Antimonopoly policy
- 2005 — according To The decree of the President of the Republic of Uzbekistan, in order to develop and support competition, small and private entrepreneurship, the Antimonopoly authority was reorganized and given new powers.
- The Committee has acquired a new name – The state Committee of the Republic of Uzbekistan for demonopolization, support of competition and entrepreneurship.
2010 — according to The decree of the President of the Republic of Uzbekistan, in Order to strengthen the role of competition policy in the economy, the state Committee for monopolization was reorganized with the abolition of the function of supporting entrepreneurship
2012 – there was also a reorganization by merging two state committees.
In the same year, the law "On competition" was adopted.
Antimonopoly Committee of the Republic of Uzbekistan
In accordance with the decree of the President of the Republic of Uzbekistan from January 14, 2019, №PD-5630 "About measures on radical improvement of system of management of public assets Antimonopoly regulation and capital market" and the Decree of the President of the Republic of Uzbekistan from January 24, 2019 # PP-4126 "On organization of activities of the Antimonopoly Committee of the Republic of Uzbekistan" was created Antimonopoly Committee of the Republic of Uzbekistan with the transfer of tasks, functions and powers of Antimonopoly regulation, development of a competitive environment, control over the activities of natural monopolies, protection of consumer rights, regulation of the advertising market and licensing of commodity exchanges
