The main tasks of territorial administration are:
1) effective implementation of the tasks and functions assigned to the territorial administration;
2) systematic analysis of the competitive environment in the commodity and financial markets, development of proposals for identifying, preventing and suppressing abuse of the dominant position of economic entities, "cartel" collusions and collusions, unfair competition in economic entities and monitoring their implementation;
3) organization of Antimonopoly regulation in trade, economic concentration and state support;
4) ensuring equal conditions for market participants, including subjects of natural monopolies, when using highly liquid goods (works, services);
5) organization of work to prevent local public authorities from making decisions that restrict competition and carrying out such actions;
6) organization of work on retraining and advanced training of specialists in the field of Antimonopoly regulation and development of the competitive environment;
7) organization of prevention of offenses in the field of Antimonopoly regulation and development of the competitive environment;
8) developing and ensuring the practical implementation of a unified state policy in the field of consumer protection and regulation of the advertising market;
9) providing consumers with access to reliable and complete information about goods (works, services), their manufacturer, performer and seller, including using information and communication technologies;
10) development and implementation of programs aimed at improving consumer knowledge and literacy of the population;
11) assistance to consumers in protecting their rights and interests;
12) implementation of state control over compliance with legislation on consumer protection, as well as cooperation in the field of safety of goods (works, services) and quality control;
13) analysis of the causes of consumer rights violations, preparation of proposals for their elimination and prevention of consumer rights violations;
14) improvement of business and consumer culture, regulation of the advertising market in order to prevent unfair competition and the appearance of incorrect advertising in the advertising sphere;
15) cooperation with civil society institutions and other organizations in the field of consumer protection and advertising market regulation;
16) study of the consumer market, mechanisms of dynamics and formation of prices for goods (works, services) regulated by the state.
The territorial administration, in accordance with the main tasks assigned to it, performs the following functions:
1) provides organizational and information and analytical support for the activities of the territorial administration and its management;
2) provides legal support for the activities of the territorial administration;
3) make decisions on operational, organizational, personnel, financial, production, economic and other issues related to the competence of the territorial administration;
4) make proposals to the Central office of the Antimonopoly Committee on further improvement of legislation and law enforcement practice, the abolition of individual benefits, preferences and benefits that restrict the development of competition;
5) study and implement international best practices in the field of Antimonopoly regulation and development of the competitive environment;
6) make proposals for the development of strategic programs,” road maps " and other program documents aimed at further improving the competitive environment in the commodity and financial markets;
7) provides protection of economic entities from unfair competitors within its competence;
8) within the limits of its powers, it exercises control over the implementation by local state authorities and economic entities that occupy a dominant position of normative-legal and other documents to ensure access of economic entities to commodity or financial markets;
9) examines the state of competitive environment in commodity and financial markets and defines the dominant position of an economic entity or group of persons, determines the group membership of individuals;
10) take measures to detect and prevent abuse of a dominant position, "cartel" agreements and collusions;
11) interacts with law enforcement agencies in identifying and suppressing complex types of anti-competitive actions, such as cartel agreements and collusion;
12) make proposals to reduce the cost of goods (works, services) of economic entities occupying a dominant position and natural monopolies;
13) determines cases of unfair competition related to the acquisition of the exclusive right to individualized funds of a legal entity and means of individualization of goods;
14) monitors the prices of goods (services) produced (rendered) by economic entities or a group of persons included in the state register of economic entities that occupy a dominant position in the commodity or financial market;
15) monitors compliance with the competition law when conducting competitive (tender) and exchange trading in accordance with the procedure established by law;
16) exercise control over market concentration by prior approval in accordance with the procedure established by law on the acquisition of shares (interests) in the authorized capital of an economic entity, as well as the merger and accession of economic entities by a person or group of persons;
17) consider, in accordance with the procedure established by law, issues of providing state support to economic entities in compliance with competition law;
18) exercise control over the placement of highly liquid and monopolistic types of products at exchange auctions in accordance with the established procedure;
19) make proposals to improve the mechanisms of state regulation of natural monopoly entities;
20) monitors compliance by natural monopoly entities with the procedure for selling goods (services) and makes proposals to establish a list of consumers who provide mandatory services;
21) determines and prevents monopolistically high and monopolistically low prices for goods (services) provided by economic entities or a group of persons included in the state register of economic entities that occupy a dominant position in the commodity or financial market, anti-competitive actions and unjustified growth of regulated prices (tariffs);
22) analyze and monitor compliance with regulated prices (tariffs) and other goods (works, services);
23) make proposals on amendments and additions to legislative acts and decisions of state bodies that have a negative impact on the competition environment, as well as on their cancellation;
24) coordinates the activities of authorized state bodies and organizations in the field of consumer protection and regulation of the advertising market;
25) develops and submits to the Agency drafts of legal acts, strategic programs, road maps and other program documents aimed at further improving the regulation of the advertising market and consumer protection with the participation of departments and organizations;
26) exercise, within its competence, control over the implementation by state bodies and business entities of regulatory legal acts and other documents on consumer protection and regulation of the advertising market;
27) assesses the impact of legislation on consumers, organizes work to prevent state bodies from making decisions that violate the rights and interests of consumers, and carrying out such actions;
28) consider in accordance with the procedure established by law issues of state support to economic entities in accordance with the legislation on consumer protection and advertising;
29) provides timely, reliable and understandable information about goods (works, services), their manufacturer, performer and seller, including using information and communication technologies;
30) maintains an electronic platform containing a system that informs about goods (works, services), their manufacturer, performer and seller, the impact of goods on human health, etc.;
31) provides consumers with information about products that are dangerous and of poor quality for human life, health, property, and the environment, as well as information about their manufacturer (performer);
32) develops and ensures the implementation of programs aimed at improving consumer knowledge and literacy of the population;
33) carries out state protection of the rights and interests of consumers, as well as educational work to improve the consumer culture of the population;
34) provides explanations on the application of legislation on consumer protection;
35) organize special programs (corners) that ensure broad promotion and systematic coverage of the activities of state and public organizations in the field of consumer protection, problems and shortcomings in this area and measures taken to eliminate them, consumer culture and traditions of consumer protection on TV and radio channels, in periodicals;
36) expands the production of TV programs for systematic and analytical coverage of consumer rights and the formation of consumer culture of the population;
37) prepares special manuals (brochures) on legal issues of consumer protection in the form of questions and answers that are distributed in everyday life, and organizes their free distribution among the population, especially in General education schools;
38) organizes special courses on the study of legislation on consumer protection and the basics of consumer law in higher and secondary specialized educational institutions;
39) take measures to protect the rights and interests of consumers;
40) analyzes the causes of consumer rights violations and prepares proposals for their elimination and warns about consumer rights violations;
41) organize the reception of consumers, ensure timely and complete consideration of applications, make decisions on consumer protection issues;
42) provides practical assistance to consumers in protecting their legal rights and interests, including by filing lawsuits to protect the legal rights and interests of certain groups of consumers in court;
43) apply to the court to protect the rights and legitimate interests of consumers in an indefinite range, as well as to apply to the court against violators of consumer rights;
44) exercise state control over compliance with legislation on consumer protection and advertising;
45) interacts with state administration bodies in the implementation of state control over compliance with legislation on consumer rights protection and ensuring the safety and quality of goods (works, services) to ensure the necessary quality and safety of consumer goods sold on the domestic market;
46) participates in the identification of products that are dangerous to life, health, property of legal entities and individuals, the environment and low-quality;
47) carries out controlled purchases of goods and services in retail outlets and services, organizes their examination (testing) for compliance with the legislation on consumer protection;
48) carry out prevention of offenses, identify and study the causes and conditions of the offense, take measures to eliminate them;
49) together with the state administration and control, self-government of citizens and civil authorities, take the necessary measures to create effective mechanisms for protecting consumer rights;
50) in case of violation of the legislation on consumer protection and advertising, regardless of the form of ownership, conduct inspections in organizations with notification (without interference in financial and economic activities) of the authorized body for coordinating inspections of business entities;
51) within the limits of its powers, give mandatory instructions to state bodies, organizations, institutions and enterprises, regardless of their forms of ownership, as well as individual entrepreneurs regarding the elimination of violations of the legislation on consumer protection and advertising;
52) controls compliance with the established trade allowances for wholesale and retail trade in medicines and medical devices;
