State support (assistance) to economic entities and associations of legal entities is manifested through the provision of tax benefits, deferred or installment payment of taxes, exemption from mandatory payments related to obtaining price preferences and grants, permits and licenses, allocation of preferential loans, simplification of the process of obtaining permits and licenses, as well as easing the requirements of technical regulation.
The state can also provide other indirect assistance that affects the General conditions in the commodity and digital markets.
To date, the Committee has been developing, taking into account international experience “Procedure for conducting systematic monitoring of the effectiveness of benefits, preferences and exclusive rights granted to economic entities".
This draft document provides for a comprehensive analysis of compliance with the requirements of competition law, studying the economic and social effectiveness of the use of benefits provided, as well as their impact on the competitive environment and business activities.
Evaluation and monitoring of efficiency is carried out using such indicators as production volumes, export volumes, energy consumption, introduction of new technological processes, equipment, production facilities, new production, inventions, patents, use of industrial designs, research and experimental work, creation of new jobs, work aimed at increasing the wage Fund, use of benefits, the share of the private sector in the industry, the number of competitors.
During the past reporting period, the Committee has studied and analyzed tax and customs benefits and preferences provided by the state in certain sectors of the economy – electrical engineering, automotive and agricultural engineering, telecommunications, fat and oil industry, etc., as well as their impact on competition in the industry.
Based on the results of the research, relevant proposals were sent to the Committee of the Republic of Uzbekistan on Antimonopoly policy.
