In accordance with the resolution of the President of the Republic of Uzbekistan on December 30, 2019, PP-4554 is established that from July 1 this year, a system of reference pricing for domestic and foreign medicines is gradually introduced.
The reference price formation system - taking into account the form of the drug, quantity, dose, concentration, volume and packaging in the packaging, the same system of accounting for limited prices for each trading name is the result of an analysis of selling prices in the producing country, in reference countries and in the Republic of Uzbekistan reference country of medicines with a similar active substance of the same manufacturer.
At the same time, the supply of the drug to the Republic of Uzbekistan at prices exceeding this cost (for imported medicines), and its implementation by local manufacturers (for domestic medicines) is impossible.
In accordance with the Regulation on the registration of drug prices under the reference pricing system (registration number 3242 of June 10, 2020), the country began to form reference prices for medicines.
Taking into account consumer objections to cases of unreasonable overpricing of medicines, especially immunostimulating and antiviral drugs, preventive and control measures by the Agency are being carried out in due course.
In accordance with article 4 of the Consumer Protection Act, one of the basic rights of consumers is to obtain reliable and complete information about the product (work, service), as well as about the manufacturer (executive, seller).
In accordance with this, the Consumer Protection Agency of the Committee on Antitrust Policy of the Republic of Uzbekistan has set a record high retail price for medicines, reference prices are formed, in accordance with the resolution of the President of the Republic of Uzbekistan of October 31, 2016, PP-2647 "on measures to further improve the provision of medicines and medical products to the population" (reference price of 15%-20%), a special information system working on the telegram messenger to inform consumers - @dorinarx_bot.
In turn, consumers will be able to compare the drug with the current prices sold in pharmacies, based on the data of the information system.
If price discrepancies are detected, consumers can apply directly to the Consumer Protection Agency or the Territorial Office of the Antitrust Committee of the Republic of Uzbekistan.
At the same time, the agency, in accordance with the appeals of consumers, has the right to check the pharmacy in due course and take appropriate measures on the identified violations.
