Today, the results of public procurement tenders are closely monitored on the basis of open information on a special information portal. This is evidenced by the published articles about various situations related to the shopping process on social networks.
Increased public control in procurement is a great help to the competent authorities in the targeted expenditure of budget funds, prevention of various violations, and bringing to justice to the law responsible persons who committed violations.
Also, according to the President's Message to the Parliament and people of Uzbekistan on December 29, 2020, it was recognized that using information about public procurement, published openly, citizens raise relevant issues, and from now on all public procurement should be under public and parliamentary control.
The close kinship observed today, the mutual interest of participants in the procurement process require improvement of the requirements of the legislation, as well as strengthening mechanisms to identify and prevent conflicts of interest in the public procurementprocess.
In accordance with the Decree of the President of the Republic of Uzbekistan of July 6, 2020, "on additional measures to further develop the competitive environment and reduce state participation in the economy" from January 1, 2021, in order to prevent conflicts of interest in the implementation of public procurement, executors of public procurement and procurement of strategically important economic societies and enterprises:
Posting relevant information on a special public procurement information portal within two days of the official announcement of the winner following tender and competitive bidding and the selection of the best proposals or deciding on direct negotiations to disclose information about their final stakeholders (beneficiaries) who directly or indirectly have actual control over 25 per cent or more of the shares (shares) through;
- must permanently post on its website and specialized information portal information about tender and competitive bidding and procedures for selecting the best offers, as well as on the performance of signed contractual obligations as a result of direct negotiations.
In accordance with the foregoing, from this year on top of this year, all public procurement, as well as purchases of strategically important economic societies and enterprises, are required to regularly post the above-mentioned information about themselves on their website and a special informationportal.
